Senator Jim Munson Says Ottawa Has Done Little to Address Canada's Autism Crisis

Laverne Stewart of Fredericton's Daily Gleaner reports (September 24, 2013) that National autism advocate Senator  Jim Munson, shown left in his Parliament of Canada photo,  is frustrated, that after years of working to secure a national autism disorder spectrum strategy, Munson said the federal government has done little to address Canada's national autism crisis:
"In a phone interview with The Daily Gleaner, he said the federal government has started to look at what approach each province is taking to address autism.
“They’re different all across the county,” he said.
Munson said people across Canada need to keep pushing the federal and provincial governments for a better approach to addressing the needs of autistic individuals and their families.
“Autism has no borders. It doesn’t. Not in this country or any other country in the world. We live in this world where we say it is a provincial responsibility. It is not. It’s Canada’s responsibility … It is scandalous. We’re in crisis.”"
Senator Munson, is widely respect for his work on behalf of autism disorders  and he has done much over the past 10 years to keep autism on the national agenda, a major challenge since most of that time has seen the Harper government act in opposition to any effective National Autism Strategy.  Even with an Edmonton MP, Mike Lake,  who is clearly a  dedicated father to his own son with an autism disorder the government of  Harper and Lake have taken absolutely NO action to help autistic Canadians in need of effective early intervention, effective learning intervention for school or modern residential care , with autism trained staff, for the many adult Canadians with severe autism disorders who will require such care.
Senator Munson is very diplomatic.   With respect,  I do not agree that Ottawa has done little to address Canada's autism crisis.  The Harper government has in fact worsened that crisis with it's official opposition to a National Autism Strategy, an opposition so ferocious that even Edmonton MP and dedicated Autism Dad Mike Lake voted against Shawn Murphy's private member's motion that would have ensured access to effective, evidence based intervention for autistic children under our national health care plan.   The Harper government's opposition to an effective national autism strategy is so intense that it even cancelled a scheduled national autism strategy conference scheduled for Ottawa several years ago at which community autism representatives were expected to attend.  The event was rescheduled and the "community" autism representatives were hand picked to exclude any prominent autism advocates for a National Autism Strategy.
Senator Munson has had the interests of autistic children and adults at heart for many years. Unfortunately for autistic children and adults, like my son, the Senator's  frustration is doomed to continue as long as Stephen Harper rules in Ottawa.

Senator Jim MunsonTables Bill To Recognize World Autism Awareness Day

SENATOR JIM MUNSON TABLES BILL TO RECOGNIZE WORLD AUTISM AWARENESS DAY

OTTAWA, June 10, 2008 – The Honourable Jim Munson, Senator ( Ottawa – Rideau Canal ), today introduced a bill to recognize April 2 as World Autism Awareness Day. By recognizing World Autism Awareness Day, Canada will join 192 other United Nations members who agreed that such a day would bring autism, a neurological disorder that affects an increasing number of families around the world, to the attention of all.

“By recognizing World Autism Awareness Day we are saying to families with autism: You are not alone. We care,” said Senator Munson. Autism affects one in 165 Canadian families and there is no known cure. The number of Canadians diagnosed with autism has grown by 150% in the last six years and there is no national strategy to address the growing problem. “World Autism Awareness Day will draw the attention of citizens to the plight of the many families, in Canada and around the world, who are affected by autism,” said Senator Donald Oliver, seconder of the bill. Worldwide, autism affects more children than pediatric cancer, diabetes, and AIDS combined.

Senator Jim Munson Continues National Autism Strategy Efforts

Senator Jim Munson is continuing his campaign for a National Autism Strategy. Senator Munson has been unrelenting in his efforts to help a constituency that Prime Minister Harper and Alleged Health Minister Tony Clement ignore - Canadians with autism. Speaking recently on Prince Edward Island Senator Munson stated that he would like to see the federal government take the lead in developing a National Autism Strategy to end the current patchwork of provincial programs"

“It’s expensive but buying tanks is expensive too. “What we have now is a
patchwork, scattergun approach to dealing with autism in individual provinces.”

Senator Jim Munson, The Guardian, February 23, 2008

Autism Trek Update - Federal Health Minister Clement Passes the Autism Buck (but not the bucks) to the Provinces

The Belleville Intelligencer continued its excellent coverage of dedicated Autism Dad Stephan Marinoiu's winter Autism Trek to Ottawa reporting on his greeting in Ottawa by long time autism advocate Senator Jim Munson and his meeting with federal "Health" Minister Tony Clement. Mr. Marinoiu described the challenges faced in Ontario where ABA service did not become available for his son. Unfortunately, as reported by Mr Marinoiu and the Intelligencer, alleged Health Minister Clement merely passed the buck for autism services, but not the bucks, to the provinces.

High School political science students in this country are aware that the primary constitutional responsibility for health care rests with the provinces. But our history also shows that the provinces and the federal government have cooperated to provide a national health care system. There is nothing to stop the federal government from spending some of those surplus dollars taken from all Canadians to help provincial governments fund needed autism services across Canada. So that all Canadians with autism receive the services they need.

It is long past time that alleged "Health" Minister Clement put the Health back in his title and started acting like a Health Minister.

To put it politely Minister Clement - do your job or step aside please.

SENATOR JIM MUNSON SUPPORTS STEFAN MARINOIU IN HIS WALK FOR AUTISM

Thursday, February 7, 2008

OTTAWA, February 7, 2008 – The Honourable Jim Munson (Ottawa – Rideau Canal) extends his support to Stefan Marinoiu who has embarked on a mission to walk from Toronto to Ottawa to increase awareness about autism and the need for increased funding for its treatment. Mr. Marinoiu is the father of a son with autism. The Senator has contacted Mr. Marinoiu’s family and will continue to closely follow his progress.

On the morning of Thursday, January 31, 2008, Mr. Marinoiu left his Toronto home and started walking to Ottawa. His initiative was not carefully planned nor was it in any way publicized – it even caught his wife and older daughter by surprise. Rather, it was the result of the accumulation of frustrations and the feeling of desperation shared by many parents of autistic children. It has now been a week since Mr. Marinoiu’s departure and he has already arrived in Kingston.

Senator Munson wishes Mr. Marinoiu the best of luck with the rest of his journey and assures him that he will be there to welcome him upon his arrival in Ottawa.

Senator Munson launched the Senate Inquiry into the treatment of autism in Canada. This resulted in the publication of the report of the Senate Committee on Social Affairs, Science and Technology entitled Pay Now or Pay Later. Follow this link to view the report:

Autism and Canada's Jurisdictional Shell Game

In Autism fight gaining momentum Susan Sherring of Sun Media interviews Senator Jim Munson and Autism Dad Andrew Kavchak and describes their efforts in fighting for a National Autism Strategy in Canada. The article also describes the Stephen Harper-Tony Clement non response to the Senate Committee autism report Pay Now Or Pay Letter. As stated by Senator Munson:

“As a nation, we have to take a look at all of this. We have an obligation as a society. For families with an autistic child, this is extremely expensive. You’ve got families breaking up, mortgaging their homes. I’m tired of the jurisdictional shell game,” he said.

“The bottom line is we have to put it all on the table. If we don’t, how are we ever going to have a national program? People are scrambling to get treatments for their sons and daughters.”
